But will it be able to retrieve the username and passwords if i delete the browsing history and if i choose dont remember password for all the sites that i visit? ? ?

It is not exactly a bug. The tool (ChromePass) mentioned in that site is a Google Chrome password recovery tool. There are similar tools for FireFox, IE, many IMs etc. You can find them here:
