Google drops refferal to adsense product

Google will drop the refferals to adsense product in india after 31 jan and they are requesting all the indian adsense users to remove the refferal to adsense banners from their web pages as soon as possible.Now is it a partiality with indians ?
i got this news when i logged into my adsense account

I think its with everybody. Though I don't use adsense personally, I heard it on DP.
And even firefox referal has been reduced!

I think, except us/europe/japan, its being discontinued for others due to poor response.

I don't think anybody actually signs up to adsense using refferal link. So it was dropped.

even if a few ppl sign up through referral links 99% probability that they dont make $100 within 180 days
