It is the MD5 hash value of the setup files so that you can verify the integrity of the downloaded file.

Yes it is a hash value to verify file integrity. You can use this free tool, Md5checker in Windows.

After you download the file, if you want to verify whether the file you downloaded is the same one posted by the developers, calculate the hash value of the downloaded file. It should match the hash value posted by the developers. Even a miniscule modification in the file will change the hash value.
