Right time for upgrade depends on what type of work you do on PC.
Email + Office Applications = Once in 3 years will do too.
Photoshop and video Edit stuff = Once in 1.5 Years odd [HDD and RAM being main things]
Gamers = Once in 6 months if you want to run "THE LATEST" Stuff @ Max.
Casual Gaming and Usual stuff = Once in 2 years
I updated my PC Twice in 5 years
Celeron 600 D 64 MB RAM --> Sempron 2500+ 1.4 Ghz 512 MB DDR
--> AMD64 X2 4400+ @2.3Ghz with 1 GB DDR II
