A new version of Windows live messenger(build 8.1.0178.00) is now available to download.

Its not a new release!! That build has been available since such a long time!!

This is a month old release.It was released on 28 January.I think that you might have got this information from the Microsoft Download notifications newsletter.Am I true?

No. I believe the build is being pushed forward through the auto update mechanism. Another of my friend who logged in after quite a few weeks into WLMe told me she had to update the client.
