I can't understand who can you assume that they are Chinese phones? (by Made in China level? oh, but, almost all the phones have it)

No assumption buddy its mentioned (name of company) in the article itself if you view tech sites regularly more details of this company are available.

Apparently this company bought over the Philips brand for mobiles 'Sang Fei has evolved into a multi-million mobile communications player on the international stage since it was established in 1996 as a joint venture between electronics giant Royal Dutch Philips Electronics Ltd and SED. In 2007, its official buyout of Philip’s global mobile phone business of Philips, backed by decades of knowledge transfer from the Dutch company, marked the beginning of a new chapter in Sang Fei’s history.
