Not exactly. Theirs is a download-only and no-upload service.
And they have filters to block out illegal torrents.
But remember, you will always find LEGAL stuff to be more seeded than illegal stuff because in the case of LEGAL stuff, the publisher himself encourages usage of torrents and his own server helps seed them thus maximising bandwidth.

There was a BIG debate about that an year ago. I still remember it well.
Several great things came out. If a torrent's nature was mentioned, it was considered OK. And fishier stuff is always a strict NO. For example, if somebody starts a thread asking for some DVD-rippers private tracker and tells that he wants to download some free movie, he will be said STFU and the thread will be closed.
Whats normally illegal:
1. Talks of private trackers
2. Leaching and cheating torrents
3. Illegal torrents
4. Downloading copyrighted stuff
5. ASKING for private tracker accounts
Whats normally legal:
1: Free stuff and torrents
2. Setting up bit torrent clients
I doubt this thread is illegal unless the OP drops us a small hint of the type of stuff he is downloading.
