well, all OS till windows ME are dos-based. meaning, windows is only a shell for DOS. But in NT and above, windows has its own operating kernel. so dos is completely eliminated. the cmd is just a shell for windows in this case.
to boot in puredos mode, either make a bootable cd/dvd/flash drive/floppy with dos in it and boot with it.
Or you can go the long way and install win98 first and then xp and use 98's dos mode.
Or you can install 98 on a virtual machine inside xp(google vmware, virtualbox, microsoft virtual pc) and install your printer in 98 and print.
