My first choice is Visual C++ 2008 Express Edition or the full version of Visual Studio 08 whichever you have. Apart from that Relo IDE with Borland C++ compiler (free version) works great. Dev C++ with mingW compiler is also good. Try these, ill post some others later that i am forgetting at this time

I guess you want to run TurboC ?

In that case, download DosBox and run in that

^Well, if he's a student and really needs to have Turbo C/C++ ide, then only he should go for it. Otherwise its a really crap IDE with no support for current standards. It makes you learn wrong programming methodologies. A newer, modern 32bit C/C++ compiler is strongly recommended in place of that.

Hmm, ok, if you need to run the dos based Turbo C/C++ compiler, the running it inside DosBox is your best bet. Runs fine on it.
