I cant change my system time or date

when i try to change the system time or date, i get an error- "The application or DLL C:\WINDOWS\system32\timedate.cpl is not a valid Windows image. Please check this against your installation diskette.
Do i need to replace that file?
please help.

yup just replace it by extracting using Winrar from windows CD extracting it using replacer
