sharing internet connection

I have 2 computers.One has you tele internet connection.Both computers have ethernet ports .can you tell me the cheapest way to share the connection?
does the speed decrese?

My computer has a Ethernet port.But when I plug in the internet cable nothing happens.
In task manager it shows "noactive network adapters" .IN device manager also there is no network adapters option. I reinstalled the drivers but there is no use.
can any one help?
