Block You Cookies, Block#@&$%

i m using internet explorer 8 (beta) with a problem that is annoying me. whenever i try to block all the cookies pusing the meter all the way up and restart the browser i see that all the cookies are accepted with meter all the way down. HELP!!. I m also noticing drop in internet speeds and in my pc i guess it is some virus. i m also seeing two new files in C:\WINDOWS\Downloaded Program Files named "java runtime envioronment 1.5.0", there are two copies of it and i cant DELETE 'em.PLEASE SOME ONE HELP!!!!

please someone help guys how long i will go to cyber cafe.... all antiviruses are useless they are not detecting any thing...
