http://msdn.microsoft.com/en-us/library/ms997636.aspx Or ... Save any image in 24 bit type with .ico extension . This would create your OWN icon

I highly recommend photoshop. Its one of the best graphics applications available, and the effects you can create with it are simply mindblowing.

Adobe Illustrator does a great job if you wanna go svg vector graphics. If you wanna go for free one go for INKSCAPE 0.46. BTW google yourself to find out more.
If you don't wanna give a try to 3rd party applications then give a chance to mspaint & save your graphics with .ico extension. |

icoFX is wat i use. its free to download and use. (google it and download) ohterwise, like the guy above said, do them in paint and save with .ico extension.
