HAL stands for Hardware Abstraction Layer. The HAL is computer code in Windows XP that makes it possible for Windows XP to run on a variety of different computer types. The HAL manipulates the computer hardware directly and HAL.dll is the file that contains information regarding a "Standard PC", Non-ACPI computer.
The error occured because of a corrupt file.
To resolve this issue run recovery console and replace the corrupted file form the cd.
Reinstallation however would be a better option
Tell me if it worked

For hal.dll missing,
you can try to boot to recovery console and try the command:
bootcfg /rebuild

When I got that error I booted with some boot cd and then used the extract command to extract hal.dl_ to the system32 folder for my Win XP install. This would however cause you to reinstall all the drivers of most of the hardware devices on your system I believe. Im pretty sure there are better ways to do it , but if none other work you could try this.
