Which OS? In Vista, I use the in-built Reliability and Performance Monitor. It shows current speed as well as which programs are actively using the connection. Also to keep an eye on the uploads and download speeds, i use a sidebar gadget called Network Monitor. Shows upload and download speed in graph as well as in KBps and Kbps.
