Default Windows XP ( can not load the user profile )

After a fress install of WindowsXP when I start my PC I'm getting following error:

Windows can not load the user profile but has logged you on with the default profile for the system.

When I click start --> Programs ... there is nothing there

since u made a fresh install all ur previous programs could b erased.. first check it by openin my computer and the drives.. as for the user account.. have u created a user account?i suppose u shld have.. if not go to control panel then user settings.. there create a new user.. if nuthin of the above works.. do one thing.. i suppose during installation u wld have entered the pass for the admin account.. so log on to safe mode and enter windows thro the admin account.. and create a new user..
