Open the ISO file with some software like PowerISO. This software would show if your DVD is bootable. Now add the files to the ISO. If the DVD is bootable, you can burn it. In case the DVD is not bootable, you would need to add the boot file to the disk. However, chances are rare that dvd won't be bootable.

I have made a windows bootable disc by PowerISO. When the ISO file is selected in PowerISO, it shows the containing installation files in a window. Now just drag additional files in this window and create a new ISO file. This new ISO file will become windows bootable.

Provided that this ISO was previously bootable (Which will be if you have downloaded the ISO from microsoft site or created the ISO on your own). Otherwise you would need to add bootable image file to the ISO.

Can you be more specific on which ISO is it and where did you get it from.

In powerISO it would show if it is bootable or not near the toolbar.
