If you are using Linux, then use gPHPEdit or Bluefish Editor. Both are BEST !!

If windows, then...hmm... I think DreamWeaver is good. Notpad++ have syntax highlighting. Then Editplus is also there.

Eclipse with PDT plugin.. Nothing beats it (freeware)..

Or try Aptana(based on Eclipse).

Supports PHP , HTML , JS , XSS and Ruby and Ruby on Rails too .

php designer 2008 is the the best.. I have tried dozen of editors just for PHP and settled to this one.
