Exclamation how to use proxy thorugh command line


I use windows 2000. Here I access Internet through a proxy server with ip like 192.168.34.56 at port 3128. How can I use telnet on command line to access the computer located on the WWW.
e.g.
telnet www.linuxzoo.net
ravi.xolve is offline

the server on which the site is hosted must actually allow access through telent 4 u 2 b abl to access the site using a telnet client

and telnet being so insecure, such access is permitted rarely by sites
slugger is offline
