Have you changed the Display Language of the OS? In Regional and Language Settings dialog, on the 'Keyboards and Languages' tab (the third one), there is an option named Display Language, change it to Russian and you'll have your UI in Russian. If you also like to see Russian on Welcome Screen too, go to the fourth tab named 'Administrative' and click the copy to reserved accounts button. on the dialog that appears, checking the first checkbox will apply your settings to the default user account and all the accounts that you'll create after that will have these settings applied by default. Checking the second checkbox will apply the language settings to the Welcome screen. I hop this solves your problem.
