Default killing hanged applications?/

sometimes some application simply refuse to die. task manager/process explorer can't kill the hanged process either.
The process is locked so bad that it doesn't t even allow one to logoff windows..The only option is to hard-reboot.

So mera prashn hai.. is there any applicaioon designed to murder these pests.
edit:edited horrible grammar.

^^I don't think it will work bcoz he said even task manager gets locked..
Therefore AFAIK reboot is the best option..

taskkill works, but it works through the system tray, which means u can't use it if explorer is hung.
Found another pocket killbox
