well, my choices for windows are :
1.WinXP Manager ( the best , better than sysmech in respect of lower sys-hogging and other features )
2.Ncleaner ( an excellent freeware )
3.Ccleaner ( my old friend  and a freeware too )
4.Regalyser ( good for an all messed up system )
5. Hijack This ( popular sys-diag tool )
6. and if the following falls under this category then -" spybot search and destroy "( with a tweaking to capture some extra ones from the advanced menu )
7. XPlite ( to remove the redundant features of XP , a pet one for power users and a musthave for a gaming rig , in my humble opinion )

There is nothing like "the best" one. A combination of different tools make a lethal combo. I recommend Tune-up utilities, Registry Mechanic and WinXP Manager.
