Hmm, Pro method I use

Get Adobe Illustrator to make the layout then Photoshop to color it & export it as png with no background, then icon workshop to make icon from PNG

Easy method

Get corel draw 12, & make the layout & color it with Corel Photopaint, export as PNG & Make icon with either Icon workshop, Microangelo or Icon Developer
