How to create SETUP

I want to create a Setup for something. I tried to use Inno Setup 2.0. But it complies a setup to a single file. I also used Install Creator Pro 2.0, which was great, but also Compiled to a Single SETUP.exe file. I want to Create a Setup such that all the Data will remain in another files. Which Software can I use, Whether FREE or PAID. Also SEE Image for Details below.
