Exclamation HP Pavilion Problem


I have HP Pavilion a1320in Media Center PC and I am getting this frequent problem that
"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file"
I have re-installed windows 3 times and after some time I get this error. Please Help!!!
