Iconz Stuck

Frm yesterday all the iconz or folderz hve becme stuk and i cannot use the drag option i cannot move the icons with the mouse click tryied to change the user and create another but didnt help
later i even reinstalled windows (without formating)

no itz not the mouse problem
it works fine at start & i can drag items here and there but after somtime they get stuck
