Before running the process to remove the Bug, please turn of the System Restore, that will make sure, that it wont come back again and again

It's not a bug. It's protection rather. Windows protects the system restore backup files against tampering so that system will reset perfectly to that state. Almost all antivirus software don't have access to these system restore files. Antivirus programs can only detect the infections in these files but can't disinfect them. Hence you should always turn off system restore option after detecting infection.

Then it is not due to System Restore but due to inability of the antivirus software to clean it thoroughly. Do this,

1. Turn OFF system restore option
2. Restart in "Safe mode"
3. Scan entire PC in stealth mode (I suggest Spybot for successfull removal of this worm)
4. Now run HijackThis
5. Check for C:\WINDOWS\tbljqmnj.exe entry in the log report
6. It should not be there. If by chance found, remove that entry.
7. Run Ccleaner
8. Reboot again in Normal mode.
