how to convert 15fps video to 24 fps ???????

i have some video recorder with my N 72 in 352 x 288 resolution
at 15 Fps in mp4 format now is there any software convert it
to 24 fps so that these videos can be played in any video player
right now if i make a video cd of it by Nero and let it play in
vcd/dvd player it players like its fast forwarding as it tries to play
in 24 fps. so please tell me any software which can convert video to 24
fps before burning it with nero

Try using AUTO GORDIAN KNOT...
Once you've installed it .... Press ctrl+F9 on the main screen.... Select the fps rate u want the video to be converted...

wont tht decrease the quality(interpolation of 9 frames)?
