Default How to set internet cookies "ON"

When Evr i log into any site i get this message"Your cookies functionality is turned OFF. Please turn it ON"

can anybody tell me how to make it ON.also i want to know that role of cookies,in Accessing Internet

if u r using ie : Control Panel>Internet Options>Privacy>Default

if u r using ff try :
Tools>>Options>>Privacy>Check the box to Accept cookies. Click the Exceptions button and ensure that the sites you are trying to access are not blocked.
