No need of Fdisk
for doing this you need WinXP Bootable CD
Process for Partition & Setup of WinXP on New Harddisk is
First On your System & go to BIOS (mostly by pressing del)
Now select CD/DVD Drive as your 1st Boot Option & Harrdisk as 2nd
Insert You Windows XP Bootable CD into your CD/DVD Drive
Now it will boot from Windows XP CD & will start the setup
follow the onscreen guide & process
it will show setup
press F8 for Agree & other keys as per guide
Now it will detect the the New Harddisk & will show you around 152GB of space in 160B Harrdisk
select that partition
(at the bottom you will find option for making partition
like press "c" for creatin partition etc.)
follow that
Make partition as per your need
& after this select C to install WinXp
it will ask you to format it
Select NTFS or FAT whatever you like & quick format C
after this setup will start automatically
follow this process
after installing XP
on the Windows
go to My Computers
right click in the other drives & format that
Thats it!

the way you are doing is used for Installing Win98 & not WinXP
I think XP dosent need DOS for Installation
