Free Software for Bandwidth Management

Hello Friends,

Pls give me name of some good and Free software for Managing my Bandwidth in LAN.

Problem is given below:

Friends, Internet runs smoothly until i didnot run free proxy on my Machine so that other user can also share the Internet.
As Free Proxy starts after some times Internet goes dead slow. By doing some search i found that some unkown Processes are using Port 8080 which is used for internet. It happens most of the time.

So pls suggest me some software or some suggestion regarding this.

Well why u need to a software Bandwidth Management !! i dont get you as after reading the problem, what u may need is a Firewall to stop that unknow application !!
