Reliable Windows Webhost?

I have to host my clients website, and am looking for the best possible webhost. The constraints are

• Should be Windows Web Hosting (ASP/SQL Server) [.NET is not required]
• A minimum web space of 20 MB
• Should be a fast site, needs regular updates. The clients are stock and commodity brokers.
• They have asked me to develop a CHAT system. Using ASP/SQL Server/AJAX to do that. They expect 100 customers in the room at a particular instant. They have a specification of not saving the file as XML, rather database to save the chat transcripts.

One can guess, the amount of data interchange, and the load on SQL Server.

Suggest me a Web Host (Reliablity is the biggest issue), for this case. Price is not that big a issue, less than Rs. 7000/annum for Domain + Hosting would be acceptable.
Is a dedicated server needed in this case? If yes, how much would it cost?

Yes a dedicated service would be best as if in Shared hosting you use more CPU than allowed (Chat systems eats a lot of System resources) u will receive a BANN !!

but a dedicated server with minimum config with Windows Server 2003 EE would cost a wooping USD 300 or more per month... lol...

but i would suggest if possible, increase your budget to get a VPS hosting in that case, u will be able to avoide any isssue of bann because of CPU usage, but then again a VPS wont come under 80 to 90 USD per month i think... !!
