Open regedit and goto:

Code:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
And make sure that there no DWORD value exists as following:

NoStartMenuMorePrograms
NoCommonGroups

If they exist, then delete them.
Its just my guess, may be it'll work for u.

Dear it happened due to viral infection..
i also faced this problem before 2 weeks.
go in task manager, and check if there is any unknown process is going on in ur local user name. i dont remembered that process name.
close that process. may be ur problem will solve.
if it solved then remove that proess from startup, like registry....
