No it needn't be in the startup.. It is in the registry...
Anyways, you can solve the problem without getting your hands dirty with the registry thing....
Tools>Folder Options>File Types>
Then select the file-type where you'd want the "Open" to be Highlited Bold (such that Open is the default option when you double click)....
Then click on advanced, Select Open and then click on "Set Default". Then click OK. Restart and your problem is solved....
