Default System responds terribly after dialing a connection

Right after i dial a connection(after registering on the network), windows stops responding for ten minutes. the dialup connection icon takes as much time to appear on the systray . this happens 2 out of 3 times

i've installed all the updates, no av/firewall

connection : BSNL dataone on pppoe

Network adapter: nvidia nforce with latest drivers 6.86 and i use manually entered gateway and address in tcp/ip conf

Modem: huawei

even after a complete reinstall, this problem persists
