Firewall software lists program trying to access internet and gives you control over which programs are allowed and which are not. There are plenty of free and good firewall programs such as ZoneAlarm Personal and Kerio Personal Firewall. To keep count of internet usage, you can download bandwidth monitoring software such as Magitime...

Well apart from bandwidth Manager/Restricting Programs from accessing net.

Windows reserver Awesome 20% of your total bandwidth for itself for updations and filling ears of microsoft. to dissable it go to RUN
Type "GPEDIT.msc" and Press Enter

Your Group Policy editor will get Open

Here from the list of "Computer Configuration"
First Click on "Administrative Templates"
Then on "Network"
Then on "QoS Packet Scheduler"

Now On the Right Side You will See a Entry Saying "Limit Reservable Bandwidth"

Double Click It

Click On Enable Radio Button and Enter "0" in Bandwidth Limit

Restart Your Computer To See Results.
