Default Windows 98 SE shut down problem!

I have a celeron 500 mhz with windows 98 se on it.

It was working fine until one day after shutting down it stopped showing the "IT's now safe to turn off ur computer" screen. The monitor switches off and the hard disk light keeps on glowing.
some times it hangs on the "wait while windows shuts down" screen and then on next startup the os backs up and restores my registry
i even tried replacing the rundll32.exe file to no avail

please help!

Windows 98 has this problem. Try the reboot option, instead of shutdown. And
when the Computer reboots, switch off the machine!! Or you can upgrade your
PC to XP.
