Which is the best internet browser?

I'm using IE6 with win98SE. i frequently face problems as many of the hyperlink doesn't function (java aplet etc.). Even re-installing IE-6, flashplayer and java runtime is not solving the problem. I had to format the disk once to get rid of the problem. I am using avast antivirus 4.6 with latest updates. Any suggestions?
