software for increasing bit rate

i recently downloaded some old hindi songs from a website but these songs have very slow bit rate of about 18 kb/s and hence poor quality. is there any software by which i can improve the quality of the songs .

i need a free software that could help me do so.

all help will be very gladly accepted

once the song has been compressed at 18kbps it permanently loses the quality.... you can re-encode it at a higher bitrate but that wont make it sound better. if you have nero installed, you can use its wave editor to increase the bitrate or some other packages like db converter, etc.
to improve quality.. experiment with the effects in the editor...like noise reduction, equilizer, etc and then save it at a decent bitrate. am not sure that it'll have a major difference though..
