Most probably, your shutdown has been disabled by somebody, it may have happened by yourself, someone who has administrator's rights only. A tool of the name Shutdown event tracker may have been enabled by somebody, which allows only the administrator to shutdown the pc. If it is enabled, you can do the following:
1.Open Group Policy. 2.Navigate to the Display Shutdown Event Tracker policy, and double-click it Local Computer Policy/Computer Configuration/Administrative Templates/System 3.On the Setting tab, click Not Configured, Enabled, or Disabled. 4.Click Apply, and then click OK
