How to change all properties of an EXE file, provided that its functionality does not change at all

By properties do you mean icons, pics etc?? If so then try Resource Hacker http://www.angusj.com/resourcehacker

And it's not just exes that you can modify, dll files and some other files also work. But its quite possible that some apps wot work, this is because they use algos to verify their own integrity.
