hey first design a a bitmap
then save it in documents settings>all users>application
data.
note this folders may be hidden so choose show all files from tools>flolder options>view tab

now in run type REGEDIT
now look out for "hkey_users\.default\control panel\destop".in the right pane double click on wallpaper
& in the value write full path along with the filename i.e
type the locotion of ur bitmap.
close the registry editor and reboot the machine
to see your handiwork

U can use Resource Hacker to edit %windir%\System32\logonui.exe file, this file contains the login page images, text and all other things!

Or u can use many s/w available on net to change the login page.

Third option is u can d/l readymade Login screen from net and use my favorite Tuneup Utilities to change the default one.

thats it !!!
system files basically
if u open them in a hex editor u can see the code .. and change it if u want
but some files have "resources" such as text and images
with resource hacker u can "address" these resources and "view" and "edit" them !
im tryin to make it simple .. but its kinda tough to do so
i hope u understood what i said in brief
