win 7 only 3.24 gb memory usable out of 4gb problem

guys i am having windows 7 ultimate 64X with 4GB corsair vengeance RAM but the problem from today after adding another 1TB HDD to my previous 500GB HDD the os is showing the above msg in the properties and also my windows rating for RAM has come down to 5.9 from 7.4.i don't know why it is happening i have also disabled the igp so, there is no memory sharing and it is a 64bit version of OS.please help me guys.

Is Memory Hole Remapping enabled in your BIOS? If it is, disable it and see if that fixes the problem.

I thought you were using 32 bit but that isn't the case

^^nope.i know that 32bit only support total of 4 gb including graphics memory.i am using 64bit but still i am getting that message so i don't know where to look for the solution of the problem.

Open msconfig --> Go to the 'Boot' tab --> Uncheck 'Max memory' and Reboot.

Also do what Futsuu said. There is an option of 'Memory remapping' in BIOS. Try tweaking with it.
