Default Windows 7 battery management

How do i get all three options of battery/system performance, like High Performance, Balanced, Power Saver, when i click the battery icon in the taskbar??

it currently shows Balanced and either High Performance or Power Saver.

i want it to show all three options, like it was in vista. i don like going into the control panel every time i want to change from Power Saver to High Performance.

At the bottom of that icon, when you get a pop-up interface is an option to adjust power settings.
