I found the solution myself. I created new user account and installed from that account. It worked for me!

You must have created an Admin account. So the problem must be of permissions.
Good job troubleshooting

Nothing has gone wrong. If you just created a new user account and successfully installed Corel Draw through it, then I presume the user account through which you were trying to install earlier must not had the correct and necessary privilege.

In simple words, that was not an account with Admin privilege. But the new account have. You can change this through Control Panel -> User Accounts.
And mark your account as admin. That should prevent any future problems.
But, working on an admin account do have its perils also. Like a virus can install itself too.
So caution is advised
