Default Bandwidth management

Hi,
Need some help.

I've got utorrent running automatically whenever my PC runs.

The problem is that whenever my mom or dad browse, they forget to pause it, or if they pause it, they forget to resume the torrents.

Is there any software which will automatically restrict bandwidth to utorrent and give priority to a browser? specifically opera 11 in my case.

I think digit had a Download of The Day which did the same but am not able to remember its name.

Free software only please.....

Thanks

right-click the torrent on the downloading list, choose Bandwidth allocation to Low.

Experimented with it a bit. it does seem to work but is a bit hit and miss. it usually manages to halve the bandwidth for the torrents but doesn't always do so.
Thank you all the same.

I did manage to find the software that was on download of the day. IT is called netlimiter. I am not able to instal it on my pc as it keeps crashing.
