utorrent double-cross ! Help pls

Utorrent works great when i use my BSNL USB MODEM but when i use my AIRCEL Net through my Mobile E71. It shows this : 0(7) 0(9) but does not download anything neither shows speed. In bsnl moden modem it downloads excellently. what can i do if it is ISP Side Isssue?

I think the port is blocked. Try changing to some other port.
