problem with internet in windows 7

recently i have install licensed windows 7 in HP dv5,my internet connection speed is 256kps.after install windows 7 in laptop my download speed keeps on fluctuate.if im not wrong my download speed should be in between 20-30kps,but in windows 7(in my laptop) in keeps on fluctuate from 25-3kps,means my download speed keeps on falling upto 2kps from 25kps,why is that?,but in my desktop with windows xp download speed is good is between 22-30kps,there is no fluctuate,what is the reason of fluctuating in windows 7

it is possible that automatic updates are being downloaded... check that out...

goto Run>services.msc and scroll down to Automatic Updates(Windows updates) and double click & change its value to disabled.

Then, you need a good firewall . Get Zonealram free and Spyware Terminator. Install Spyware terminator and set it to expert mode and it wont let any application access internet before it go by you for permission. Then disable any unwanted programs that are accessing internet.
