Customising Windows logon sound in Win7

Hi mates, i have been into customizing windows 7 in my laptop(Dell studio 15) which has a 4570 mobility radeon. I came across the sound part. In control panel i was customizing logon/ logoff sounds after saving audio files in WAV format. But i couldn't make the songs to play. When clicked and tested using test button(which is provided) i could hear the sound, but while logging off and logging in i cant hear. I came across webpages posting similar problems and came to know everyone has this problem and were directed to use Resource Hacker instead. Is there any other possible way without altering the system .dll files.? (The steps mentioned through Resource Hacker alters some system .dll files)
