very slow online video streaming during day time

1. dual boot my Dell Vostro 1200, Core 2 duo 1.80 ghz, 3 Gb Ram, Vista home premium with Android and windows 7 just to experience the 2 os

2. On line video streaming is very slow & with pauses during day time while late night the streaming improves.

I am using airtel 256 kbs plan (speed check shows marginal increase in d/L speed at night). Increasing speed on demand even to 1 mbps during day time also does not help.

What is wrong and what can be done.

Sir, I had also mentioned that on increasing broadband D/L speed to 1 mbps does not help, the status of video remains same i.e too many & too frequent pauses.

I can get necessary changes software/hardware in my machine to get this issue redressed.
